President Nicusor Dan announced on Tuesday, December 2, that he promulgated the Law to amend the Statute of deputies and senators. The normative act introduces the Single Register of Transparency of Interests (RUTI).
“We recently promulgated the Law to amend the Statute of Deputies and Senators, a decisive step for increasing transparency and integrity in the legislative process and a key element in meeting the OECD standards assumed by Romania. The law introduces the Single Register of Interest Transparency (RUTI), a public platform designed to ensure an open and fair dialogue between parliamentarians and society representatives. The main provisions of the new regulation include the obligation to register meetings between MPs and third parties in RUTI 48 hours in advance”, specifies, on Tuesday, the president, in a statement posted on Facebook and X.

According to the promulgated normative act“in the case of unplanned meetings, they will be registered within 48 hours of the event”, explains Nicușor Dan.
“The law defines who are the third parties with whom meetings can take place: mandated representatives of entities with advocacy activity, public affairs, non-governmental organizations, employers, trade unions, chambers of commerce or other structures with a legitimate interest in a legislative initiative under procedure.
At the same time, sanctions are established for non-compliance with the provisions: written warning for parliamentarians and removal of third parties from the Register. The Constitutional Court confirmed the constitutional nature of the law, emphasizing that it respects the principles of the rule of law, the quality of legislation and the representative mandate of parliamentarians”.
The head of state says that the promulgation of this law strengthens Romania’s commitment to a transparent and responsible decision-making process and represents another important step in the advancement of the OECD accession process.
We remind you that, in November, the Constitutional Court of Romania rejected the objections of unconstitutionality of the Law for the amendment of art. 12 of Law no. 96/2006 on the Statute of deputies and senators.
