The President of the Ilfov County Council, Hubert Thuma, also head of the PNL Ilfov and vice-president of the PNL Bucharest-Ilfov organization, defends the mayors in the context of the dissatisfaction generated by the increase in local taxes. In a post on Facebook, he emphasizes that the mayors are not responsible for these increases, the decisions being taken at the central level.
“The framework was changed at the national level, through the fiscal package that entered into force on January 1, 2026 and through the ordinance of December 2025, which changed the rules for the new year. Those who do not comply risk losing money through transfers from the state budget.” wrote Hubert Thuma on the social network.
The liberal claims that the mayors ended up managing the consequences of some decisions taken at the center. “The rules have changed at the central level, but the mayors have been left to manage the bill. In other words, the pressure of the deficit has been pushed to the local level.” he specified.
At the same time, Thuma showed that local fees and taxes are not the main source of income for local administrations, especially in developed areas. “Local budgets are mainly driven by two engines: the real economy (income tax that is redistributed to communities); investments and European funds”. explained the president CJ Ilfov.
In his opinion, there are alternatives for strengthening local administrations without putting additional pressure on citizens.
“If we want strong local governments without ripping people off, there are healthier solutions – more income tax stays in communities, revenue growth through the economy, not burdens on population and investment, jobs, a predictable and attractive fiscal climate,” Hubert Thuma also stated.
In the end, the liberal leader sent a message of support for the mayors: “Don’t fire mayors for a decision made at the center. Mayors keep communities going, day in and day out.”
