President Nicușor Dan promulgated the State Budget Law for 2026

On Friday, March 27, 2026, President Nicușor Dan signed the promulgation decrees for the State Budget Law and the Social Insurance Budget Law. The head of state thus kept his promise to promulgate the normative acts immediately after receiving the reasons from the Constitutional Court.

The Presidential Administration announces that the President of Romania, Nicușor Dan, signed the following decrees on Friday, March 27, 2026:

  • Decree on the promulgation of the Law for the approval of the ceilings of certain indicators specified in the fiscal-budgetary framework for the year 2026 (PL-x 214/2026);
  • Decree for the promulgation of the State Budget Law for the year 2026 (PL-x 184/2026);
  • Decree for the promulgation of the State Social Insurance Budget Law for the year 2026 (PL-x 185/2026).

CCR: These issues have no relevance to the constitutionality of the law

On Friday, the Constitutional Court published the reasons by which it rejects the AUR’s criticisms of the 2026 budget. The CCR judges determined that the unconstitutionality objections are unfounded, emphasizing that many of the complained aspects have no legal relevance in relation to the Fundamental Law.

Regarding the criticisms regarding the unrealistic substantiation of the state social insurance budget, through the lens of the overestimation of the absorption of European funds, the inconsistency of the macroeconomic parameters and the excessive dependence on the balancing subsidy, it is found that these aspects have no relevance regarding the constitutionality of the law.

The shortening of the deadlines provided by the parliamentary regulations in the procedure for adopting laws can be achieved by approving the emergency procedure – CCR

The Alliance for the Union of Romanians claimed that the budgets were adopted through an abusive procedure, which limited the parliamentary debate and reduced the role of the Legislature to a formality. In an official statement, the party accused serious violations of the Constitution and stated that the legislative process was excessively compressed, with laws being passed in just a few days without any real analysis of the economic and social impact.

The CCR emphasizes that the constitutional procedures were respected, noting, regarding the criticisms of unconstitutionality signaled by the AUR party, that the shortening of the terms provided by the parliamentary regulations in the procedure for adopting laws can be achieved by approving the emergency procedure required according to art. 76 para. (3) of the Constitution, and the criticized laws were adopted under the conditions of art. 76 para. (3) of the Constitution.
