When we talk about admission to high school, the most telling measure is the last average with which he entered a school unit in the previous year.
In 2025, the list of high schools with the lowest admission averages in Bucharest includes, first of all, the “Carol I” Technical College, where the threshold dropped to only 1.85, a value that shows that the high school admitted almost any candidate who enrolled, regardless of the result of the National Assessment, according to the Bac Plus platform.
Very close to this minimum is Theodor Pallady Technological High School, with an admission average of 2.05, followed by “Petru Poni” Technological High School and “Viaceslav Harnaj” Technological High School, both with 2.25.
In the continuation of this ranking, we find the “Mircea cel Bătrân” Technical College, with an admission average of 2.37, and the “Dumitru Motoc” Food Industry Technical College, together with the “Ion IC Brătianu” Technological High School, both with 2.40. A slight increase is observed at the “Edmond Nicolau” Technical College, where the threshold was 2.42, while the “Onicescu-Mihoc” Private High School recorded 3.57, and the Energy Technical College 3.85.

The last place in this ranking is occupied by the Special Technological High School no. 3, with an average of only 2.94 at the Baccalaureate, an extremely low value that raises serious questions about the students’ real chances of passing this exam.
Likewise, the “Dumitru Motoc” Technical College of the Food Industry registers an average of 4.50, while the “Edmond Nicolau” Technical College obtains 4.99.
The list continues with “Ion IC Brătianu” Technological High School, whose Baccalaureate average is 5.12 and with Theodor Pallady Technological High School, with 5.26.
“Dimitrie Leonida” Technical College and “Carol I” Technical College share the same average of 5.33, and “Petru Poni” Technical High School reaches 5.46. A little higher, but still in the problematic area, is the Metrology High School “Traian Vuia”, with 5.66, and the UCECOM College “Spiru Haret” and the Technological High School “Dragomir Hurmuzescu” both have an average of 5.82.
How to Calculate High School GPA
To understand why some high schools have such low thresholds, it is essential to know how the admission average is determined. According to the Order of the Minister of Education no. 6060/2025, this average is calculated exclusively on the basis of the grades obtained at the National Assessment, and starting with the admission of 2024, the average of grades V-VIII is no longer taken into account. The formula is simple: the arithmetic mean of the grades from the exam tests, calculated with two decimal places, without rounding.
For example, a student who obtains 7.50 in Romanian Language and Literature and 6.20 in Mathematics will have an admission average of (7.50 + 6.20) : 2 = 6.85, and with this value will participate in the computerized distribution. It is important to note that there is no rounding, so any decimal counts in the final ranking.
The exception to this rule is represented by students who also took the exam in Mother Language and Literature. They can request that the grade obtained in this discipline not be included in the calculation of the final average, through a request submitted to the school of origin. Otherwise, the average is calculated including that grade, which can significantly influence the final score.
Once calculated, the admission average determines the position of each candidate in the county or Bucharest city hierarchy, and based on this hierarchy and the options completed by the students, the computerized system makes the distribution. Thus, for high schools with extremely low admission averages, such as those on our list, it means that the last admitted student had an average close to 2 or even below 2, indicating either that not all places were filled, or that demand was so low that any grade was enough to get in.
