Of the 464 elected, 97 did not speak in the plenary even once in the first session, but climbed to the Parliament’s rostrum only to swear faith towards the country and people, in a solemn meeting organized at each beginning of the legislature. In the absence of this oath, their mandates could not have been validated.

Of the 329 deputies 72, they took the floor only once, when the oath was taken, and of the 134 senators were 25. Another 49 climbed once more at the stand, and 45 spoke exactly 3 times in the plenary, with the oath, which means that a total of 191 or less than three times.
The most numerous, in large parties
The big parties, in particular, have the most parliamentarians who have only once spoken. This is the case of the PSD, where 39 elected officials were summarized in the oath, 12 took the floor only once, and 19 twice. Among them are Bogdan-Andrei Toader, secretary of the Group of the Chamber of Deputies, Adriana Tușă and Victor Ponta, each with 5 mandates, and even the current interim chief Sorin Grindeanu, who now takes over the head of the Chamber of Deputies. In the leadership of the room, in the position of Chemor, Mitică-Marius Mărgărit arrives, which took the floor only 3 times.
At the PNL, 22 deputies and liberal senators only spoke at the oath, 8 took the floor only once and 4 climbed to the Parliament stand 3 times in total.
Among the most famous liberals who hesitate to convey their point of view from the Parliament’s stands is the spokesman of the PNL, Ionuț Stroe, who spoke in plenary only, besides the solemn meeting, as well as deputies or senators who have so far obtained 5 or 6 mandates, including Ioan Bălan. Stroe is one of the main communicators of the party, being from 2021 spokesman for the formation, but in all the mandates obtained so far, 5 in number, has taken the word in plenary less than 20 times. Sorin Cîmpeanu, a former Minister of Education, spoke only when taking the oath.
The party with the highest share of silent parliamentarians
At the USR, 6 elected only spoke at the oath, 3 took the floor once, and another four twice. Among those who spoke very little are former ministers or leaders of the formation, such as Claudiu Năsui or Stelian Ion.
In the UDMR there are 9 elected officials who spoke once, 7 took the floor twice and another 3 took the floor 3 times, including President Kelemen Hunor, who also spoke in the past legislature only 5 times in the plenary. Therefore, of the 33 UDMR MPs, 19 have climbed the Parliament’s stand less than 3 times.
Sovereigns, scattered in Parliament
Between the sovereign parties, gold has the most sent to Parliament. 9 of them did not speak at all, 11 spoke once, apart from the oath, and another 8 times.
I can have 5 deputies without speeches and 2 who have climbed the desk once after taking the oath. SOS Romania has 5 parliamentarians with 3 or fewer speeches, among which one only took the oath. Nagy Vasile, a deputy who is now in the second manda, T and has gone through gold and the strength of the right, took the floor once. Another 3 deputies went up to the stand three times in total.
Among the non-affiliates are the sovereigns who left their parties. Of these, 7 spoke 3 or less times in the plenary of Parliament, and in the case of minorities there are 8 chosen in the same situation.
