The Ministry of Education launched in public consultation a draft law that defines the professional profile of teaching staff as well as the professional standards to which the teachers will refer.

According to the project, the professional profile of the teaching staff in pre-university education is organized into 7 fields of competences. Among these, knowledge of students and how they learn as well as ethics, reflexivity and continuous learning. A special emphasis is also placed on the learning environment and the well-being of children at school.
Knowing students and how they learn
Knowing students and how they learn refers both to the understanding and application of relevant theories and models about the development of human personality and learning, as well as to knowing the individuality of each child/student, the socio-economic and ethnocultural environment in which he/she lives, the relationships , his interests and aspirations, so that all this knowledge is capitalized in order to respect the age and individual peculiarities of the students. The aim is to increase the quality of teaching and the efficiency of learning, supporting the harmonious development of each child. The key value is respect for knowledge, for human dignity and individuality.
The teacher, before asking a student to learn, to perform, to come to school every day, should know his needs, his needs, his family and the environment he comes from. and where it is needed and possible, the teacher must meet these needs.
Curriculum and didactic process
This field of competences reflects the ability of the teaching staff to translate the official curriculum into effective learning, through the use of specialist and pedagogical skills, in the design, implementation, evaluation and regulation of the teaching process. The key values for this field are creativity and rigor in the application of the written curriculum and in curricular adaptation.
Learning environment and well-being
This field of competences emphasizes the role of the teacher in creating a positive physical, emotional and social environment that supports the harmonious development of students, the sense of belonging to the school where they learn, respect for the dignity of each person. It promotes the use of varied educational environments – physical, digital and hybrid, according to the needs of students, to facilitate effective learning and well-being. The key values are safety, empathy, mutual support.
Advising students, working with family/guardians and the community
The teacher should have an important role in providing holistic support for students, contributing to their academic and vocational counseling and guidance, in collaboration with specialized staff, family/guardians and the community. teachers should show empathy and support for students, open communication and cooperation, active involvement and social responsibility. the teacher must collaborate with students, family/guardians and the community to ensure an integrated educational environment that stimulates and supports the progress of each student.
Ethics, reflexivity and continuous learning
And teachers learn! Although they are teachers, that does not mean that they are not constantly improving. This field of competences expresses the importance of the teacher’s reflective conduct, self-evaluation and permanent regulation of the professional activity. It brings to the fore values aimed at the critical and self-critical spirit, flexibility, creativity, curiosity and interest in lifelong learning, the desire for improvement. The key value is responsibility towards students, towards society, towards oneself and one’s own career path.
Institutional development
This field of competences expresses the importance of the assumption by the teacher, as a member of the school team, of the development of a democratic, inclusive organizational culture, centered on European values, aimed at ensuring the learning progress of each student. The key value is solidarity, manifested by the collective assumption of the school’s vision and mission, of strategic actions to provide optimal learning conditions for all students.
Digital technology in education
This field of skills expresses the need for digital skills and their pedagogical use in professional activity, in the context of the major impact of technology in everyday life. It highlights the teacher’s contribution to both developing students’ digital skills and facilitating the use of these skills to further learning. Key values are innovation and balance in the use of technology, taking into account the benefits and limits or related effects generated.
