The Association of Manufacturers and Car importers (APIA) has launched, for the first time for Romania, the APIA guide to obtain financing through the Rabla Auto 2025 program, which clarifies each stage of the registration process, considering that it has a different methodology compared to the past years.

Registrations in the Rabla session for individuals will start on June 19, being for the first time that the Romanian beneficiaries can register directly on the online platform provided by AFM.
In this regard, car manufacturers and importers have developed the Guide Rabla 2025 to support final consumers in the rapid understanding of the steps to participate in the program and to support the purchase of new, modern, environmentally friendly cars.
Using a clear language, accessible to the general public, the APIA guide to obtain financing through the Rabla Auto 2025 program centralizes in an easy-to-follow form: the official information communicated by AFM, the documentation needed to register, the deadlines to be respected, as well as recommendations of the APIA specialists meant to avoid procedural errors or the risk of losing financing. The document follows in parallel the registration procedure for the legal persons and for the natural persons, still in the expectation of the start date of the session dedicated to them.
A useful tool, at a tense moment of the car market
This approach made by APIA comes as a reaction to the difficult context in which the Romanian car is located, from the beginning of 2025. According to the analyzes performed by APIA based on the official DGPCI data, the registration of new cars have registered a decreased decrease in the first four months of 2025 (-5.1%), and the segment of the FULL electric cars was the most affected, -70% in April 2025 compared to the same period last year. The lack of legislative predictability and the unprecedented delay in the launch of the Rabla Auto program have accentuated this blockage, in opposition to the evolution of the great international markets.
According to that statistics (the European Association of Car Builders), the registration of full electric cars had a sustained increase of +26.4% in the first four months of the year, compared to the similar period of 2024. The interest for 100% electric cars is on the upward trend in most European countries, reaching record figures in the Czech, with an increase of +131%. +79.4%and Spain with +71.2%, during the analyzed period (January -April 2025 versus January -April 2024), while Romania registered one of the most dramatic decreases in the EU, of -42.4%.

And friendly with the environment ”said Mr. Dan Vardie, APIA president.
The stages of participating in individuals
Stage 1: Creating your account and enrolling in AFM app
• The applicant creates an account in the AFM platform. It can be registered only once per session and can request a maximum of 2 ecotiches.
• The application is completed in the application and the following documents are charged: identity document, ANAF fiscal certificate (valid max. 90 days), local fiscal certificate (valid max. 30 days), empowerment and of the authority (if applicable)
• After validation, the applicant receives a registration number and the corresponding amount in the budget (request status: registered) is reserved.
Stage 2: Fill in the file with the data of the used car. Within 10 days of registration, it is loaded in the application:
• the registration certificate of the used vehicle;
• the vehicle’s identity card;
• Declaration of the transferor (if the car is not on behalf of the applicant);
• fiscal certificate of the transferor (if applicable);
• other supporting documents if applicable (inheritance, donation, sharing);
• Chassis series.
Stage 3: Selecting the validated manufacturer. Within 10 days of registration in the application, the applicant must choose a validated manufacturer in the AFM application.
• Non -selection in time leads to loss to financing!
• APIA recommends contacting the validated manufacturer before selection!
Stage 4: Checking the file. The manufacturer analyzes the file and can request a single clarification in the application.
Within a maximum of 20 days from the date of selection, it is proposed by the manufacturer:
• “Applicant proposed for approval” or
• “Applicant proposed for rejection”.
Subsequently, the Director/approval committee within AFM approves/rejects the request resulting:
• “approved beneficiary for financing” or
• “uncontrolled beneficiary”
Stage 5: Casing and deleting used vehicle
Within a maximum of 60 days from receiving the approval “Beneficiary approved for financing”, the applicant:
• hand over the vehicle to an authorized collector;
• radiates the vehicle at the Community Public Service Regime Permits for Driving and Registration of Vehicles from the county where the domicile has
• loads the destruction certificate and the erase certificate with the deletion date.
APIA informs that the cancellation must be done by the holder; If not possible, notarial power of attorney is presented.
Stage 6: Cassing and erase verification
The manufacturer checks the documents, updating the request status in:
• “validated destruction and deletion” or
• “invalidated” (with the possibility of clarification in the application).
Stage 7: Purchase and bill of new vehicle
Within a maximum of 90 days from the reception of the approval “Beneficiary approved for financing”:
• PDF + RO E-mail XML is issued;
• the sale-purchase documents are signed and the vehicle is delivered;
• Only the invoices will be settled for which the state of verification and erasure (stage 6) is “validated destruction and deletion”.
APIA recommendations
• Respect all terms in the AFM platform
Loading of documents, choosing the manufacturer, cassing and invoicing have clear terms. The non -compliance with them automatically leads to the loss of financing.
• Check the eligibility of the used vehicle
Make sure the vehicle meets the minimum conditions: it has been registered in Romania for at least 8 years and has all the essential components (engine, body, etc.).
• Contact the validated manufacturer before selection
It is advisable to talk to the chosen manufacturer to verify the availability of the desired model, the delivery conditions and the possibility of issuing the invoice within the legal terms.
• radiate personal vehicle or by representative with notarial power of attorney
The cancellation from the circulation must be made by the vehicle holder at the Community Public Service Regime Permits for Driving and Registration of Vehicles within the county where you have a domicile. If you cannot present yourself personally, a notarial power of attorney is required.
• Do not alienate the purchased vehicle for 18 months
The new vehicle cannot be sold, transferred or rented for 18 months from the purchase or during the leasing.
What vouchers can be obtained
This year, it is not allowed to finance the purchase of diesel fuel vehicles to encourage the use of more environmentally friendly technologies. For natural persons, the amount allocated to the registration session is: 210,000,000 lei for the purchase of new vehicles with thermal propulsion systems (with internal combustion, including LPG/GNC engine) or motorcycles and vehicles with hybrid propulsion system and 400,000,000 lei for the purchase of new vehicles pure electric vehicles or hydrogen combustion pile.
The value of ecoticchets granted within the Rabla Auto program is as follows:
• 37,000 lei for the purchase of a new pure electric vehicle or with hydrogen combustion pile;
• 15,000 lei for a hybrid plug-in vehicle or an electric motorcycle;
• 12,000 lei for a new vehicle with a hybrid propulsion system;
• 10,000 lei for a new vehicle with thermal engine (gasoline, LPG/GNC) or a motorcycle;
• 120,000 lei for the purchase of a new hybrid or pure electric vehicle by public institutions and UATs. Through this program, local administrations and public institutions can access significant funds for the renewal of the car park, without the obligation to get old vehicles. Public UATs and institutions can request up to 25 eco-editors, without intermediaries, by direct registration in the computer application available on the website www.afm.ro.
