Sorin Grindeanu, PSD leader, said on Thursday evening that “the first steps are being taken for a new Government”, after discussions with several political leaders regarding the major directions of a future political agreement and threatened the USR that if it did not want to vote “a government with full powers with a PSD prime minister, then it is also possible without them”.
“Today, we agreed with some of the political leaders on the general principles of a future political agreement – related to macroeconomic targets, PNRR, OECD and SAFE.
The days are important because we are fast approaching the start of the official discussions of the Romanian state with the rating agencies” Grindeanu wrote on Facebook.
The leader of the PSD harshly criticizes the USR and launches threats against the formation led by Dominic Fritz, who announced on Thursday that he will not support in Parliament the installation of a government made up exclusively of the PSD.
“However, I cannot help but notice the moral exhibitionism of some. Through permanent political contortions, change of mind and the invention of various reasons for Romania not to have a functional government, it is proved – if it was needed – that some parties did not want to let go of their functions and privileges for a moment”.

USR rejects the option of a single-color PSD government. Dominic Fritz proposes a PNL–USR–UDMR minority executive
We remind you that Dominic Fritz, announced on Thursday that the USR will not support in Parliament the installation of a government made up exclusively of PSD and advanced another formula: a minority executive made up of PNL, USR and UDMR, which would continue the current government structure.
The statements were made in the context of the negotiations between the parliamentary parties, after the fall of the former government and the political deadlock installed in the last days.
Fritz emphasized that the USR is maintaining its position: “We remain consistent. USR will not vote for a single-color PSD government. Today I proposed to Sorin Grindeanu to support a minority government of PNL-USR-UDMR. That is, a continuation of the current governing formula that works well and prints a reformist direction. We can discuss the name of the prime minister”.

“The USR proposal: a reciprocity agreement”
The USR leader explained that the social democrats could support a PNL-USR-UDMR minority government in the Parliament, and instead the USR would commit to voting for a PSD government next year.
“The principle of reciprocity – if the PSD votes for a PNL-USR-UDMR minority government, we also vote next year for a PSD government – is our solution to unblock the political crisis. It is a reasonable and responsible proposal.”
Fritz stated that this formula could represent the basis of a new parliamentary agreement between the parties that previously formed the governing coalition.
“Letting PSD govern alone would be a huge mistake”
The president of USR warned that a PSD government without partners would concentrate too much power:
“Letting PSD govern alone now would be a huge mistake. With the solution we are transparently putting on the table, no one party would hold all the power. Without this principle, PSD gets full power until the elections and can do whatever it wants, including deals with anyone, even AUR. USR cannot be part of this.”
He also rejected accusations that the USR would block the formation of the new government: “The USR does not sabotage any government. The USR refuses only one thing: to be the ladder on which the PSD returns to power, after, together with the AUR, toppling the government of which it was a part.”
The negotiations at Vila Lac, without result
Thursday’s meeting between the leaders of PNL, PSD, USR and UDMR, held at Vila Lac, ended without an agreement. PNL and UDMR supported the version of a minority government led by PSD, and USR proposed a minority executive PNL–USR–UDMR, supported by PSD through a reciprocity agreement. None of the formulas met the necessary consensus.
