The Minister of Education, Mihai Dimian, spoke in an interview with Recorder that the allowance would be “the one who supports the student throughout the school year”while the social scholarship has the role “to stimulate students to come to class“, he said.

Asked if the proposal comes from the prime minister or the ministry, Dimian replied that “it was made following consultations within the ministry, within the Government”, adding: “We had to see what the definition of the social scholarship is. We confuse it with the allowance. The allowance is what supports the student throughout the year. This social scholarship tool is one to stimulate the student to come to classes.”

Asked if this measure aims to achieve savings in the state budget, Mihai Dimian said “surely calculations were made”, but without specifying how much would be saved by applying it.

He emphasized that the number of students benefiting from this scholarship will increase: “by increasing the threshold for granting this social grant, at the moment you will have a 7% higher threshold to which you compare yourself. As a result, the estimated number of beneficiaries will increase by 7%”, said the minister, according to Edupedu.

However, the minister indirectly confirms that there are internal calculations of the budget impact, calculations that do not appear in the explanatory memorandum of the draft GD, where, in the section dedicated to the financial impact, all the relevant fields are blank or marked “That’s not the case.”

According to edupedu.ro, the project published just two weeks before the start of the 2026-2027 school year modifies HG 732/2025, which approved the current methodology-framework for awarding scholarships a year ago, in the summer of 2025. The social scholarship registered the most beneficiaries (840,820, representing 60% of the total beneficiaries).

Interim Prime Minister Ilie Bolojan declared, on Wednesday, about the social scholarships cut during the holidays, that the logic of the Ministry of Education was that the scholarship should be allocated during the school months and not during the holidays, because it is not an allowance, but a form of supporting those with social problems to go to school.

He announced that he will discuss with the Minister of Education to analyze this measure, as well as the one related to the high school exam.
