Hard blow for delivery and transport applications in Romania: more than 2,000 couriers and drivers, discovered working illegally

More than 2,000 people were discovered performing undeclared work in areas such as alternative transport of people, online trade and couriers, following a national control campaign carried out by the Labor Inspectorate between June 2-22, 2026. Following the checks, employers received fines totaling over 23.3 million lei.

The action targeted companies that use work models based on digital platforms, an economic area that is expanding, but which raises important challenges regarding compliance with labor legislation. The inspectors particularly monitored the existence of individual employment contracts, the correct transmission of data in the General Register of Employees (Reges Online), compliance with working hours, payment of overtime, night work and the guarantee of salary rights.

The campaign included three main areas:

  • land transport of passengers with chauffeured vehicles on an order basis (CAEN 4933);
  • retail trade through order houses or through the Internet for own physical goods (CAEN 4791);
  • postal and courier activities (CAEN 5320).

More than 2,000 people without legal forms

During the three weeks of checks, labor inspectors carried out 1,087 checks at the national level, 15 of which in collaboration with the Regional Tax Fraud Directorate.

The result of the checks was the identification of 2,053 people who were performing undeclared work.

453 sanctions were applied for the detected violations, of which 197 fines and 256 warnings.

The total value of the fines reached 23,312,513 lei, the largest part of the amount being represented by the sanctions for undeclared and underdeclared work: 22,868,000 lei.

The inspectors also imposed fines of:

  • 131,013 lei for violation of working time provisions;
  • 313,500 lei for other types of violations.

1,314 measures were ordered to remedy the identified deficiencies, with mandatory deadlines.

Timiș, the epicenter of cases of undeclared work

The geographical distribution of the results shows a strong concentration of cases in Timiș County, where inspectors identified 1,459 people who were working without legal forms.

Far away are:

  • Dâmbovița – 152 people;
  • Prahova – 94;
  • Bihor – 77;
  • Arges – 47;
  • Ilfov – 46;
  • Ialomita – 45.

And in terms of the value of the sanctions, Timiș County ranks first, with fines of 8,376,513 lei.

The list of counties by the amount of fines continues with:

  • Dâmbovița – 4,060,000 lei;
  • Brăila – 1,521,000 lei;
  • Ilfov – 1,424,000 lei;
  • Bihor – 1,370,000 lei;
  • Bucharest – 1,333,500 lei;
  • Ialomita – 1,058,000 lei;
  • Argeș – 1,000,500 lei;
  • Prahova – 1,000,000 lei.

Regarding the number of sanctions, Timiș registered 155 sanctions (36 fines and 119 warnings), followed by Dolj with 33 sanctions, Vaslui with 22, Sibiu with 19 and Bihor with 17.

The most frequent irregularities found

In addition to working without legal forms, the inspectors also identified other violations of labor law, including:

  • lack of or incorrect completion of the record of working time;
  • failure to register or transmit data on providers in the record register;
  • non-payment of salary rights;
  • failure to observe weekly rest;
  • lack of vacation scheduling;
  • incomplete personal files and internal regulations;
  • non-fulfillment of the measures ordered at previous controls.

Labor Inspection: inspections will continue

Mihai-Nicolae Ucă, Deputy State Inspector General of the Labor Inspectorate, said that the development of the digital economy must be accompanied by compliance with the rules on worker protection.

“The digitization of the economy must come together with compliance with the law, not with its evasion. The more than 2,000 people detected working without legal forms show us that the flexibility offered by digital platforms is often used as a screen for undeclared work. This alarm signal, translated into fines of more than 23 million lei, is not an end point, but a firm warning: controls will continue and intensify until the rights of employees are fully respected“, he said.

The Labor Inspectorate announces that the control actions will continue, and the territorial inspectorates will monitor the application of the ordered measures and compliance with the labor legislation by the companies operating through digital platforms.
