A new session of contracting medical services will take place during this month, with the county health insurance companies starting the procedure. We are waiting for suppliers who are not currently in contract with CAS.
Medical service providers who are currently not in contract with the Health Insurance House (CAS) and want to offer compensated/free services to insured patients based on the referral ticket are expected to submit their offers to the county health insurance houses, until May 21, 2026.
Such a call for new providers was also launched by the Olt County Health Insurance House.
“Casa de Asigurări de Sănătate Olt is organizing a contracting session in May 2026 for all fields of medical assistance except hospital medical assistance. In order to enter into contractual relations with health insurance companies, providers of medical services, medicines and medical devices must meet the following conditions:
a) to be authorized according to the legal provisions in force;
b) to be evaluated according to the legal provisions;
c) to be accredited or enrolled in the accreditation process, for suppliers obliged to accredit accordingly Rregulations of Law no. 95/2006, republished, with subsequent amendments and additions and those of Law no. 185/2017, with subsequent amendments and additions and, respectively, are accredited for suppliers who have opted to voluntarily go through the accreditation process;
d) to submit, in order to conclude the contract, the documents displayed on the website of CAS Olt according to the legal provisions in force, for each field of medical assistance, at the deadlines set for contracting”, announced CJAS Olt.
Interested suppliers are expected to submit the documents by May 21, 2026. Failure to comply with this deadline implies a wait until the next contracting session, which is usually carried out annually.
Last year, the county houses could decide the period in which they organize new contracts, but in 2026 the period is common for all counties.
Any new contracts will come into effect on June 1, which means that from then on patients will have a choice of several providers for consultations, investigations and treatment.
“It is a contracting session at the country level, each county contracts in May, and it is organized for new suppliers who want to enter into a contractual relationship with the House. We will see which suppliers submit, in which fields, and depending on what we receive, we will analyze. We will also display a list of admitted/rejected, but at this moment we have not yet received requests”. stated the director of CJAS Olt, Sorina Oancea.
Doctors can conclude two contracts from January 1, 2026, but no more than 1.5 norms
The new contracts that could be concluded, if new providers show interest in offering free/reimbursed services to insured patients, mean more choices for patients. For the new contracts, however, there is no additional funding, the county houses distributing the funds based on the budgets that have already been allocated to them by domain. For providers who offer services based on a ceiling (this is, for example, the case of medical analysis laboratories, which can offer services regardless of the ceiling only to certain categories of patients, such as oncology patients), additional documents are concluded monthly in which the amounts they have at their disposal are stipulated. The increase in the number of suppliers of this type will also mean the decrease of the allocated amounts/supplier.
Contracting new providers can, on the other hand, bring patients access to services in areas where they are currently lacking.
“In the end, we aim to ensure the provision of medical services, so that patients can choose between several providers, within the limits of the allocated amounts”, Oancea also said.
Most likely, in the case of patients from Olt County, new contracts will be concluded at least for clinical specialties, and this will also happen due to the fact that, from January 1, 2026, doctors can work under two contracts concluded with CJAS, but not more than 1.5 norms, and several doctors from hospital units, for example, have shown interest in a new contract in which to provide consultations to the insured.
“I’m sure we’ll have it on the clinical specialty side, because I know we’ve been getting questions,” Oancea also said.
If for the clinical specialties the interest is quite high, there are no signals yet about new medical analysis laboratories, medical device suppliers, home care providers, dentists, etc., who may also apply to contract with CAS.
However, new hospital services cannot be contracted in this session. For these, the new order that establishes the number of contractable beds at the country level is expected, with the hospitals going through a process of adjusting the number of beds.
Concretely, because Romania has too many hospital beds compared to the European average, it would follow that in 2026 hospitals would lose 4,700 contractable beds. Similar adjustments will follow in 2027 and 2028, so that by 2028 the number of beds nationwide will be reduced by 14,000.
