The discussion regarding the big bonuses in the budget system omits another anomaly of the state pay system. Annually, in the context of derogations and cancellations, the salaries of the employees in the system are complemented by increases. These can be easily transformed into bait into electoral context. Last year, revenues in the budget sector only increased by 23%.

The attention was these days aimed at the Victoria Palace, which started the cuts in a first package dedicated to the effort to reduce the budgetary expenses and increase in the state. Through a GEO adopted for months of executive, the increase of harmful conditions has been reduced from 1500 gross lei to 300 gross lei. At the exit from the discussions with Prime Minister Ilie Bolojan, the chief Cartel Alfa warned: “Certain budgetary institutions juggle with the interpretation of the law from the point of view of the increase. The law refers only to the increase of harmful conditions (no – GEO adopted for months of executive), But there are other bonuses that have been invented. “
However, a post published by the Europol Union reminds of another face of reality. In the context of frosts and cancellations, salaries are completed annually with bonuses. “The President of Romania, Nicușor Dan, was confronted with a mathematics issue regarding the removal of the police. During the meeting, Cosmin Andreica presented six salary elements that, cumulated, represents 130% of the calculation base. The gross value of these elements is 1,914 lei. 1.914 lei?”, Wrote Europol following the discussions with Nicușor Dan.
The trade unionists vehemently opposed the cutting of bonuses last month, during the consultations with President Nicușor Dan, and the announcement from the Executive at the end of last week stopped the activity in several institutions in the country. After the discussions at the Victoria Palace, regarding the decrease of the increase for harmful conditions, the head of Cartel Alfa announced that the revenues of half of the 1.3 million budgets in Romania would be affected, following “”a decrease of living of at least 15% only from VAT ”.
How did we get here
The editor -in -chief Historia, Ion M. Ioniță, explains that he arrived here following a complicity between politicians and budgetary sectors, especially in 2024, when the governors gave a lot of money on the Salarial Christians, and “the salary tire, the total expenses of the state with the salaries in the budgetary field was almost 23%. Enormous ”.
“The situation was not resolved for years, when a budgetary pay law was promised to unify the payroll criteria. We have very high discrepancies between various ministries, between various sectors. It is a chaos. Each with its regulation. Depending on the lobby they had at the level of governments, they obtained various advantages, so that it would not come to this situation. Itself, but the income has increased through various fireworks.
The salary was kept in many sectors at a rather low level, but increases were granted and these bonuses were not general. In some sectors there were several more generous bonuses, in fewer ones and this situation was reached. And now I say, yes, the salary is small, but there are increases. This is why a wage law in the budgetary field is needed, that the work is equal, salaries to be similar and to be very few categories of bonuses. Because you can’t have so many bonuses. To have justified bonuses in the difficult work sectors, with special conditions ”Ion M. Ioniță also explains.
The law, necessary to avoid the “chaos situation of now”
Under the current conditions, with a historian regarding the increases granted to the budgetary in Romania, “The law of pay should be a priority for the governors ”says the editor-in-chief of Historia.
“Now the payment note is paid. The payment note is paid. You can not have this huge tire with the budget salaries. And inevitably you have to make some cuts. (…) Last year there were some high increases in the field of budgetary pay, as opposed to the salary in the field of private economy, where there were no increases. of the pay is much lower than in the state.
That is, it happened that way, with some mum and some plague. That is, the governance was with the but the budgetary sector and gave up all the requests, even anticipated requests and made increases to electoral reasons to buy votes. There is a need for a law of unitary pay so you can no longer reach the chaos situation now. In which the people who do a similar work have very different income in different ministries, so it is necessary and I do not know why he had to postpone so much ”, Ion M. Ioniță also explains.
The reform of the pay, postponed
At the same time, the Government is preparing to postpone the salary reform. The renegotiation of the payment request number 4 also includes the postponement of the application of the unitary pay law in the budgetary sector.
The Minister of European Investments and Projects, Dragoș Pîslaru, recently explained in a press conference that discussions with Brussels have led to a realistic reschedule of this reform. “A time of training and adjustment to the new budget-fiscal conditions is required. We sent a first draft to the commission, but which is not realistic under the situation we have at this time. (…) The discussion in the European Commission is that there is a pre -reform related to the principle to be placed for the end of quarter 2 of 2026, so somehow in the last payment request we will submit ”.
