The accumulation of the pension with the salary in health and education continues in 2026. Minister Rogobete announces measures to keep professionals in the system

The Minister of Health, Alexandru Rogobete, presented on Thursday, during a Government meeting, the measures adopted for the year 2026, announcing that through an emergency Ordinance, the cumulation of the pension with the salary will continue, with priority in health, education and other critical systems.

“It is a necessary measure to keep experienced professionals in the system, especially in shortage specialties, where every doctor counts”the minister specified.

According to Rogobete, through a memorandum approved by the Government at the proposal of the Ministry of Health, contests and exams can be organized to fill vacant or temporarily vacant positions in hospitals. Also, the Health Law was amended to remove administrative blockages and ensure the continuity of the medical act.

“What I said is happening: through taken decisions and clear legislative changes, we reset the health system, remove administrative blockages and ensure the continuity of the medical act for patients and medical staff. Today, in the Government session, we amended the Health Law exactly in this direction. We created the framework for the necessary legislative adjustments, including those related to professional recognition and the issuance of professional attestation documents, so that the human resource in health is protected, and the times for issuing documents are as shorter”, said Alexandru Rogobete.

The minister emphasized that the new provisions make it clear that the general rules of limitation do not apply to the national residency competition, nor to competitions or examinations for filling positions through clinical integration. “Health needs to move forward. At the same time, we bring clarity for doctors and pharmacists. Those who have already entered the system and later become teachers can continue their clinical work without additional bureaucracy. Clinical integration is made simple by adapting the work relationship so that experience and competence remain with the patient”the minister also stated.

Rogobete also stated that the measures are also aimed at attracting Romanian doctors from the diaspora. “More and more specialists want to return home, attracted by hospital investments and modern medical programs. We eliminate the administrative delays that kept them on the sidelines for months and speed up professional recognition, through fair, transparent and predictable procedures – with short turnaround times”said Alexandru Rogobete.
