The government temporarily suspends the ban on pension-salary cumulation in Education, Minister Daniel David announces

The application of the legal provisions that prohibited the cumulation of the pension with the salary in Education was suspended until December 31, 2026, the Minister of Education, Daniel David, informed on Monday.

The Ministry of Education shows, in a press release sent on Monday, that, by the Emergency Ordinance no. 84/2025 for the amendment and completion of Law no. 95/2006, recently adopted by the Executive and published in the Official Gazette, the application of the provisions of art. was suspended until December 31, 2026. 38 para. (10) from the Framework Law no. 153/2017, so that also in education-research, satisfying the specific needs of these fields, the pension – salary cumulation (paid from public funds) is not prohibited.

“I have requested this since the summer of 2025, because it has major implications for the education-research system and I am glad that this element was taken into account in the Government’s decision, the implications being also important for other major budgetary systems (e.g.: health)”stated the Minister of Education, Daniel David.

The announcement comes after the Minister of Education declared on November 26 that the application of the ban on pension-salary cumulation will be carried out with “special attention” in the field of Education, so that teachers are not affected.

Asked during a discussion with the public on the ministry’s Facebook page about the effects of the measure on teachers, Daniel David explained: “As the Prime Minister also said, we will be careful that in the Education area the pension-salary combination does not affect teaching staff, because we know that, in many situations, retired teachers are the ones who help us cover our hours. They do not take the hours of other younger people, but we do not have enough human resources. We do not have enough people to cover these hours. So I do not see it as a problem.”
