Individuals and families with low incomes can also benefit this cold season from home heating aid and the energy supplement, Labor Minister Florin Manole announced on Saturday. Applications are submitted to the town hall of the place of residence, and payments will start from December.

“Families and people with low incomes can apply for the heating allowance and the energy supplement. The heating allowance is granted for the period 1 November 2025 to 31 March 2026. The energy supplement is offered monthly throughout the year.” stated Florin Manole.
According to the National Agency for Payments and Social Inspection (ANPIS), families or single individuals who have an average net monthly income of up to 1,386 lei/person (for family) can benefit from these aids; or an income of up to 2,053 lei (for single people).
The aid is granted on the basis of the mayor’s provision and is addressed to those who do not own other assets or significant properties.
“As in previous years, the application-declaration on one’s own responsibility is completed and submitted to the town hall of the locality within the radius of which the applicant’s residence is located. The forms can be obtained from the headquarters and the website of the town hall or from the website of the county agencies for payments and social inspection / of the municipality of Bucharest”. stated ANPIS, in a press release.
Payments begin in December
ANPIS will make the payments for these benefits through the territorial agencies, starting from December 2025.
In the previous cold season, ANPIS made approximately 2 million payments, with a total value of 1.03 billion lei.
Most aids were for:
– heating with solid and/or petroleum fuels – over 1.5 million beneficiaries (911 million lei);
– natural gas – over 160,000 aids (35 million lei);
– electricity – over 270,000 aids (76 million lei);
– thermal energy – approximately 38,000 grants (10 million lei).
In total, in the last four years, the number of aid granted exceeded 6.7 million, and the total value of payments was approximately 3.67 billion lei.
