Water and sewerage rates in Romania: Bucharest and Ploiești, among the most accessible. Important fare differences at national level

Romania continues to register significant differences in water and sewerage tariffs, depending on the county and operator.

. According to the data published by ANRSC (the National Regulatory Authority for the Community Services of Public Utilities) and presented graphically by News.ro, the inhabitants of Ploiești and Bucharest are among the most advantageous consumers in the country.

According to the updated ranking on September 1, 2025, the lowest costs, excluding VAT, for water and sewerage is as follows:

  1. 6.88 lei/m³ – Prahova, Ploiești (Apa Nova Ploiești)
  2. 9.91 lei/m³ – Bucharest (Apa Nova București)
  3. 10.64 lei/m³ – Ilfov, Chiajna (Veolia Romania)

By comparison, the national average rate is 14.48 lei/m³ (excluding VAT).

At the opposite end, consumers in other counties pay almost triple compared to those in Ploiești:

  1. 18.60 lei/m³ – Neamț (Apa Serv Piatra Neamț)
  2. 18.51 lei/m³ – Prahova (Hidro Prahova)
  3. 18.24 lei/m³ – Iași (Apavital)

Beyond the extremes of the ranking, the rates vary significantly in the big cities:

● Timișoara – the inhabitants pay 15.57 lei/m³

● Buzău – 17.01 lei/m³ (excluding VAT) for water and sewerage, among the largest in the country

● Brașov – the cumulative fee is 13.25 lei/m³, close to the national average

● Constanța – The cumulative fare reaches 15.13 lei/m³

● Bacău – 17.26 lei/m³

These values confirm the regional differences and show that, in some municipalities, the rates exceed the national average of 14.48 lei/m³. This confirms the discrepancies existing at national level, where the invoices are influenced by the efficiency of the networks, the pumping and treatment costs, but also by the level of investments made by the operators.

In Bucharest, the modernizations allowed to maintain low rates compared to other large cities in the country.
