The number of cities in Romania where the air is increasingly polluted has increased in 2025. Bucharest, Constanța, Cluj-Napoca, Craiova and Iasi are among the 23 municipalities and congested areas where the pollution indicators have been exceeded.

According to the National Agency for the Environment and Protected Areas, the number of municipalities and congested areas where pollution indicators are exceeded increased in 2025.
“It was published in the Official Gazette Order No. 2,761 regarding the approval of the lists of administrative-territorial units drawn up as a result of being included in area management regimes in the areas and agglomerations provided for in annex no. 2 to Law no. 104/2011 on ambient air quality”transmitted, on Tuesday, the National Agency for the Environment and Protected Areas.
The data contained in the order show an increase in the number of municipalities and congested areas where pollution has increased. In 2025, there are 23 municipalities and congested areas included in Annex 1 of the document, compared to 18 last year.

According to the cited source, the administrative-territorial units provided in annex no. 1 elaborates air quality plans or, as the case may be, integrated air quality plans, and the administrative-territorial units provided in annex no. 2 elaborates air quality maintenance plans.
“The inclusion in the management regime I or II of the areas in the zones and agglomerations was achieved taking into account both the previous inclusion in management regimes and the results obtained following the assessment of air quality at the national level, which used measurements at fixed points, carried out in 2024, with the help of measuring stations that are part of the National Air Quality Monitoring Network”it is also stated in the Minister’s Order.
